The 10 bases will receive wide-ranging government from macro policy to investments including human resources development and infrastructure building. Shanghai is set to become one of China’s 10 services outsourcing bases.

Shanghai’s development plans for its service industry, which include IT outsourcing services, reflect the city’s goal to make this industry a major driver of economy. In fact, the city’s five-year plan emphasizes offshore IT outsourcing in Shanghai. By developing its capabilities in handling the offshore outsourcing units of its global clients, Shanghai moves towards boosting not only the city’s economy but also that of the whole country.
